Physician and pharmacologist Frances Oldham Kelsey is given the President's Award for Distinguished Federal Civilian Service by President John F. Kennedy. As a reviewer at the Food and Drug Administration (FDA), Dr. Kelsey refused to approve for sale the drug Kevadon (Thalidomide), which was later shown to cause severe birth defects.
