In July 1935, Senator Gerald P. Nye and Congressman Paul Kvale introduced a proposal in Congress that the National Defense Act be amended to require schools (with the exception of military schools) to certify that student enrollment in R.O.T.C. (Reserve Officers' Training Corps) units is elective not obligatory.
