Ralph H. Metcalfe, politician and former Olympic athlete, known for his runner-up finish to Jesse Owens in the 100-meter sprint at the 1936 Berlin Olympics. After serving as a Chicago alderman, Mr. Metcalfe was elected U.S. Representative for Illinois' 1st District (1971-1978).
